the show was intended to meet congressional requirements for educational television, though it was created ahead of those reqs being made (i once read an interview with someone from dic - michael maliani, the show ep, i believe - who mentioned that the reqs were issued in the final stages of them presenting the show to fox, and were probably what fully convinced fox to order the show)

i think you are asking if they had to include an emotional heart to the show in order for it to air, @Chase? i would doubt it very much, but of course high emotions are part of the expectations of the medium of children's tv.
