(( she wanted the perfect family a little girl and my dad living peaceful in the house on the hill, I am legally disablied like a child so I was babied which I loved but she let me get hurt which wasn’t right )

Obviously your mom loved you, she just couldn't take care of you. But, at least you're doing better now, with your grandparents.

(( I will never see my father go to jail because I am too afraid to speak at court about my father and only proof I have is brain damage and hearing loss. He could manipulate the whole court to say it was my fault )

Is he your father, or your step-father? Does anyone else in your family, or maybe a friend or neighbor know any of this? Do you have any kind of pics or other evidence taken at a hospital?

Assaulting a a cop might get him thrown into jail, temporarily, but would not keep him off the street. He has to be guilty, or at least suspected of a serious crime.
