Not necessarily. In a broad sense, poachers would hunt for animals that they would not be allowed to otherwise. Perhaps it is out of season, the animals are on protected land, they could not get a permit, or hunting the animal is prohibited.
I mean, if rhinos were running rampant because of an extra effective breeding program, then killing them wouldn't be considered poaching, but that happens never.
