Ah, neither "royal" nor "first-person", but rather in "patronising-second-person."

From Oxford: The patronising "we" is used in place of "you" in familiarity, often with mild condescension or sarcasm, as in addressing a child or a patient. It is an emotionally non-neutral usage, hinting a facetious assurance that the one in question is not alone in their situation: "How are we feeling today?", or "Aren't we looking cute?"

I didn't know that had its own name. That was what I meant by the royal we.
