Yes, it was. But because the Eastern Hemisphere covers everything east of London, I'll make it a little easier by saying this leader never ruled China.

Yes, this leader ruled over a proper empire. Good question, for the way you phrased it, and for specifying Sultan Khan as being different from Sultan.
