You can watch the Inspector Gadget movie to see how bad it is.. Sadly the movie is bad, bad script, bad pacing, bad acting, and for some reason bad... editing. Matthew Broderick fails so hard in this role its almost funny.
Its like he doesn't know what emotion to give in a scene where he has to react to something, so he stops halfway and changes to another one ? . Brain is just a dog; Penny is phoned in Penny and no computer book!? Dr claw is... a guy. Just some guy, no build up just a guy.
There is no MAD? and that leaves the gadgets, I guess they are at least accurate with the gadgets not working right. The gadget car is. Sigh the Gadget Car is a lowrider with attitude voiced by D.L. Hughley. So its bad very bad but so bad its good is a matter of opinion because apparently they couldn't even nail that either. 3 computer books out of 10 *Warning this message will self destruct in 5 seconds*

"Napoleon attacked by rabbits" so I had to go google search it. "The story of Napoleon being "defeated" by rabbits during a hunt in 1807 is a humorous anecdote, but it's not a confirmed historical fact, though it is mentioned in General Thiébault's memoirs. "
