Part of the issue (at least in woeics) is that we only see things from Ivy and Zack's POV. We don't get to see how Carmen plans her heists or her developing the clue for Ivy and Zack

The delay was more on my end than yours. It took a bit longer to get my affairs settled than originally anticipated. Bureaucracy cares little for personal timetables.
